Our ambassy told us some air companies don’t accept visa on arrival. Can that be true?

Regarding your confirm that if you are Belgium citizen, you are allowed to get visa on arrival. And once the visa approval letter which is issued by the Vietnam Immigration Department is sent to you, there is no way it can be refused.
